SUPPORTING ARCHIVES, LIBRARIES, AND MUSEUMS OUTSIDE THE COUNTRY


from the financial resources of the Minister of Culture and National Heritage originating from the state budget,
concluded in Warsaw, between:
The State Treasury represented by the Minister of Culture and National Heritage, hereinafter referred to as the "Minister",

Foundation Museum of Remembrance of the 2nd Polish Corps in Italy (Fondazione del Museo Memoriale del 2° Corpo
d'Armata Polacco in Italia),

using in the country of its seat the registration number 1067/2015 Prefettura di Roma, Ufficio Territoriale del Governo di

hereinafter referred to as the "Beneficiary", represented by the person authorized to make declarations of intent and incur
financial obligations on behalf of the Beneficiary:
Mr. Pietro Rogacien – President of the Foundation.
The Minister and the Beneficiary, hereinafter collectively referred to as the "Parties" or individually as a "Party", agree to
conclude this agreement with the following content:

§ 1

1. Pursuant to the Regulation of the Minister of Culture and National Heritage of December 18, 2018, on the scope of tasks
covered by state patronage, the granting of targeted grants for tasks covered by it, and the provision of co-financing to entities
conducting activities in the field of culture and protection of national heritage (Journal of Laws of 2025, item 1532), issued on
the basis of Art. 9a para. 1 of the Act of October 25, 1991, on the Organization and Conduct of Cultural Activities (Journal of
Laws of 2024, item 87, as amended), the Minister grants the Beneficiary a targeted grant for the implementation of the
following task:
Promoting knowledge about the history of the 2nd Polish Corps through a permanent exhibition at the Museum at Monte

Cassino and other educational activities.

2. The Minister awards the Beneficiary, for the implementation of the task referred to in para. 1, a targeted grant from funds
originating from the state budget, hereinafter referred to as "the Minister's financial resources", in the amount of: PLN
263,173.00 (say: two hundred sixty-three thousand one hundred seventy-three PLN 00/100) from budget section: 92105,
paragraph: 2830.
3. The Beneficiary declares that the total cost of implementing the task shall amount to PLN 263,173.00.
4. The granted financial resources of the Minister, referred to in para. 2, constitute 100% of the total cost of the task referred
to in para. 3 (calculation method: co-financing * 100 / total cost of the task).
5. The completion date of the task, covering all substantive and financial activities related to the implementation of the task
indicated in § 2 para. 1 and 2, is set from February 16, 2026, to December 31, 2026.

§ 2

1. The Beneficiary undertakes to carry out the material scope of the task, achieve the objectives and indicators in accordance
with the updated application for co-financing of the task registered in the program management system (SOP) under No.
128677/A2 and constituting Annex No. 1 to this agreement, the recruitment regulations, and the specification of the
PROGRAM Supporting archives, libraries, and museums outside the country 2026.
2. The detailed cost estimate of the task, including the part financed from the Minister's financial resources, is specified in
the table below:

§ 1

1. Pursuant to the Regulation of the Minister of Culture and National Heritage of 18 December 2018 on the scope of tasks covered by state patronage, the granting of targeted subsidies for tasks covered by it and the granting of subsidies to entities operating in the field of culture and national heritage protection, issued pursuant to Article 9a(1) of the Act of 25 October 1991 on the organisation and conduct of cultural activities, the Principal commissions and the Contractor accepts the following task for performance:


Promoting knowledge about the history of the 2nd Polish Corps through a permanent exhibition at the Museum at Monte Cassino and other educational activities.

 

2. The Principal grants the Contractor, for the performance of the task referred to in paragraph 1, financial resources from the Minister of Culture and National Heritage from the state budget, hereinafter referred to as "the Minister's financial resources", in the amount of: PLN 176,130.00 (in words: one hundred and seventy-six thousand, one hundred and thirty zlotys, zero groszy) from chapter: 92105, paragraph: 2830 in the amount of PLN 176,130.00 .

 

3. The Contractor declares that the total cost of the task will amount to PLN 176,130.00

 

4. The funds allocated by the Minister referred to in section 2 constitute 100% of the total cost of the task referred to in section 3 (calculation method: co-financing*100/total cost of the task).

 

5. The deadline for the completion of the task, including all substantive and financial activities related to the implementation of the task specified in § 2 sections 1 and 2, is set from 29 April 2025 to 31 December 2025. The agreement shall enter into force on the date of its signing, with effect from 29 April 2025.

 

§ 2

1. The Contractor undertakes to perform the material scope of the task, achieve the objectives and indicators in accordance with the update of the application for co-financing of the task registered in the SOP programme management system under No. 113580/A5 and constituting Appendix No. 1 to this agreement, the recruitment regulations and the specification of the PROGRAMME Support for archives, libraries and museums outside the country 2025.

 

2. A detailed cost estimate for the task, including the part financed by the Minister, is set out in the table below:

3. The Contractor declares that the total cost of the task includes only the costs necessary for its implementation and does not include expenses that the Contractor will be entitled to recover under the laws of the Contractor's country.

 

 

§ 3

  1. The Contractor undertakes, in the period from the date of conclusion of the contract until 31 December 2025 and for 30 days after the expiry of that period, to maintain a separate bank account in PLN, number:

  1. The Contractor undertakes to make all payments related to the performance of the task exclusively from funds held in the bank account referred to in section 1.


 

  1. The funds allocated by the Minister shall be transferred by the Principal from bank account no.:
    27 1010 1010 0010 3622 3000 0000 to the bank account referred to in section 1, within 21 days from the date of providing the Principal with the security referred to in § 10 section 9 point 1) or 2).


 

 

§ 4

  1. The funds allocated by the Minister specified in § 1(2) 2 shall be used by the Contractor to cover the costs of performing the task, i.e. all payments (including taxes and payroll benefits) made by the Contractor in connection with the performance of the task from the date of transfer of the Minister's funds referred to in § 3(3) to the Contractor until 31-12-2025.

 

2. Invoices and bills that were paid before the date of transfer of the Minister's funds referred to in § 3(3) and after the date of completion of the task shall not be included in the amount referred to in § 1(3).

 

3. The Contractor shall be obliged to return the Minister's funds not used within the period referred to in section 1, also in the event that this was due to a reduction in the scope of the task for reasons that the Contractor could not have foreseen, within 30 days of the completion of the task, i.e. by 30 January2026 to the Principal's bank account indicated in § 3(3). The Contractor shall be obliged, without being requested to do so, to pay the Principal interest on 

 

Brief description of the task

Support for the activities of the Memorial Museum of the 2nd Polish Corps in Montecassino, through the possibility of employing two highly qualified people at the Museum to promote awareness of the history and memory of the soldiers of the 2nd Corps among visitors to the Museum and throughout Italy, particularly in the areas liberated by the 2nd Corps, as well as printing and distributing information material on the 2nd Corps in the context of the broader Polish history of the Second World War, exile in the Soviet gulags and the odyssey of General Anders' Army.

Conservation of artefacts in the Museum's collection and educational activities based on them. Assistance to visitors to the war cemetery and monuments located on the site of the Battle of Monte Cassino.

 

Initiatives for the construction of an archive of the historical memory of Lazio.

 

Web portal created with the contribution of the Lazio Region.
